Dr. Clarita Carlos

is a professor at the Department of Political Science in the University of the Philippines. She is the Executive Director of the Center for Political and Democratic Reform, Inc. (CPDRI), concurrently serving as head of the Office of Strategic and Special Concerns of the Metropolitan Manila Development Authority (MMDA). 

She became the President of the National Defense College of the Philippines. She has held various consultation engagements with the Philippine Congress, Local Government Development Foundation, Office of the Presidential Adviser on the Peace Process (OPAPP) in the Philippine Government (GHP) and Moro Islamic Liberation Front 

(MILF) peace negotiations, among others. She has authored many books and papers on a wide-range of themes covering politics, governance, defense and security, and foreign policy.
