Summary of Work Activities and Responsibilities:


Under the supervision of the Program Development Head, the Program Development Officer III  supports in developing programs and courses that are responsive to the changing needs of the market. The position works closely with the other business units of the CCE and various external  stakeholders/resource persons in the areas of program development and environment scanning, program management, partnerships building, and marketing.

Main Duties and Responsibilities

I. Program Development and Environment Scanning

  • Supports and strengthens the process of conceptualization, development, and customization of  courses that are responsive to the specific requirements of the firms and industry sectors, and are aligned with the thrust and objectives of GSB CCE
    • Conducts industry research, competitor scanning and benchmarking in identifying the existing and emerging training & development needs of various industries, sectors, and  firms as opportunities for new program development and potential resource persons
    • Comes up with an initial analysis based on data gathered, and identifies priority needs and improvements based on the analyzed data
    • Identifies and interprets current trends and opportunities, and makes recommendations to subject matter experts, resource persons, and training partners to update the existing  programs and/or come up with new programs
    • Regularly reviews training requirements, and matches appropriate resource persons or industry experts
  • Works closely with the Program Development Group Head, Program Directors, and resource persons to identify opportunities and develop new learning modalities (e.g., asynchronous, blended, onsite, etc.)  
  • Provides recommendations about the positioning strategy and the specific target market segments/ niches for each course  
    • Recommends pricing strategies for each course and each modality when necessary 
  • Works closely with the Program Sales and Marketing Section on monitoring the viability of the programs and courses offered

II. Program Management

  • Maintains the quality of existing programs in close coordination with Program Directors and  resource persons through training observations, evaluation monitoring, and periodic course content review  
    • Works with the Program Directors and resource persons on edesigning programs as necessary based on participants’ feedback/evaluation  
    • Keeps an updated inventory of course/program content (both printed and digital) 
    • Keeps track of curriculum review, revisions, and enhancements
    • Arranges program walkthroughs, technical runs, collaboration meetings, etc., and takes minutes of the meetings
  • Spearheads the collaborations with partners regarding program offerings and works with the partners in the implementation of the said programs  
    • Evaluates the training needs and initiatives of the different industry associations and determines suitable resource persons/partners  
    • Facilitates the administrative and logistical requirements for the partnership agreements (e.g. MOA, program mechanics and requirements, etc.)  
  • Plans the regular schedule of public courses across all campuses including the timely offering of programs, courses, and activities  
    • Monitors and ensures that programs and courses are implemented according to the schedule  
  • Monitors each program’s portfolio and performance to ensure continuous availability of programs which are responsive to clients’ needs
  • Manages program portfolios and branding efforts of all CCE’s public offerings and other sub-units

III. Partnerships Building and Management  

  • Collaborates with partners for trendspotting, new program developments, and monitoring of  program content quality, delivery, and resource persons’ performance  
  • Identifies potential industry organizations, other academic institutions, and other training providers to create partnerships to provide more programs to serve the market  
  • Maintains existing partnerships with accrediting bodies, industry partners, internal stakeholders, and licensors by ensuring that agreements are observed in accordance with partnership  agreements  

IV. Performs other office-related tasks as may be assigned by immediate supervisor or  authorized representative.

  • Technological Savvy: Ability to utilize information technology and computer and internet systems to accomplish tasks; proficient in MS Office Application
  • People Skills: Ability to interact with people with empathy, reason, and professionalism

Education and Experience Requirements

  • Bachelor’s Degree graduate
  • At least three (3) years of relevant work experience 
  • Has experience in designing and expanding training development programs

Internal Stakeholders

  • University Legal and Compliance Office, University Data & Protection Office, Ateneo Intellectual Property Office – coordination on processing and requirements of Memorandum of  Agreement (MOA)  
  • Program Directors – coordination on overall program development and program management  
  • Program Sales and Marketing Group – recommendation on appropriate marketing plans

 External Stakeholders  

  • Corporate partners, training providers, resource persons, other industry associations – coordination on program implementation, updating, upgrading, and fine-tuning of courses;  coordination on preparation of MOAs
