Description
On December 5, 2023, President Ferdinand R. Marcos Jr. signed into law Republic Act No. 11966 or the Public-Private Partnership (PPP) Code of the Philippines reinforcing the country’s investment ecosystem and creating a more stable and predictable policy environment for collaboration in high-impact PPP infrastructure and development projects in the country.
Following the effectivity of the law on December 23, 2023, and its Implementing Rules and Regulations (IRR) on April 6, 2024, this module is designed to be a comprehensive introductory course on PPP concepts and models, the salient features of the new law and its IRR, and other related policies governing the development, approval, procurement, and implementation of PPP projects in the Philippines.
Who should attend
This course is recommended for those working in government institutions, private institutions, or to anyone intending to understand and/or pursue PPP as a means to finance and implement critical infrastructure development projects and services.
Learning Objectives
At the end of this course, you will be able to:
1. Gain knowledge on PPP concepts as defined in the new legal framework;
2. Understand the elements of a PPP arrangement;
3. Determine whether a project is a PPP or not;
4. Discuss different PPP models;
5. Know the critical rules and processes in developing, approving, procuring, and implementing national and local PPP projects; and
6. Appreciate key considerations in structuring a PPP, including appropriate risk allocation and various investment recovery schemes.

Mr. Jeffrey Manalo is the current Deputy Executive Director of the Public-Private Partnership Center (PPP) Center, the government agency tasked to champion and facilitate the Philippine PPP Program. He holds certifications from APMG International as a PPP Professional (Foundation) and a Climate-Resilient Infrastructure Officer.
He has been involved in key facets of the PPP Program including project management, project appraisal, policy and program development, as well as capacity building and knowledge management. He was also given a brief assignment at the Department of Transportation's Office of the Undersecretary for Planning and Project Development in 2014.
Mr. Manalo holds a degree in Public Administration from the University of the Philippines. He has also completed executive programs on infrastructure and private sector development at the Harvard Kennedy School of Government and the Lee Kuan Yew School of Public Policy. He has also completed a number of fellowship programs such as the Sustainable Infrastructure Fellowship Program awarded by the Investor Leadership Network (ILN), with support from the Government of Canada; the ASEAN Sustainable Leadership in Infrastructure Program (ASLIP) awarded by the Government of the United Kingdom Foreign, Commonwealth, and Development Office; and the 2023 Young Southeast Asian Leaders Initiative Professional Fellows Program (YSEALI-PFP), awarded by the U.S. Department of State.
